Why do we have to give these two-time pains to sex offenders? Don?t you think that it doesn?t make sense? If we take this law, it is against equality and causes debate. I will understand if those sex offenders don?t get any punishment. But they get a first punishment under the name of the judgement of the law and get a second punishment. It?s a contradiction. Some people argue that it?s proper because those sex offenders give victims pain from which they can never escape.
That might be right. But are there crimes that don?t give spiritual pain to victims? Then let?s think about other cases. There are a wife and husband. The money they have earned in a lifetime was gone in a night because of a thief.
This couple will go through pain forever due to this shock. As another example, there is a popular model. Unfortunately due to a drunk driver, she lost her legs or arms in a car accident. This person will live with pain and in an uncomfortable condition besides losing her job.
These cases also give pain to the victims. Don?t we have to use the electronic bracelet against these perpetrators? If we speak like this, there is no crime that can?t be forgiven. There would be numerous crimes that should be punished forever.
I comprehensively agree with his opinion. From the problem of equality to other crimes and human rights,
1. Among killers and sex offenders, whose crime is bigger?
2. Do you think that the chemical castration of Canada in order to lessen sex crime has been effective?

My personal opinion and answer,
1. Some people (like female organizations, female departments, and some people) argue that sex crimes are much more serious than murder. They insist that sex crimes include spiritual murder. These kinds of opnions are not valuable. The most hideous crime is murder. Among a lot of countries keeping capital punishment, criminals who get executed are all murderers. In the case of electornic bracelets, it doesn?t balance human rights for illegal sojourners and for criminals that the government emphasizes. In addition, there is already punishment for these sex offenders now. Giving the punishment and electronic bracelet means double punishment.
2. Have you heard about the chemical castration that some developed countries implement? A few countries use this system. If you talk about this system in Canada, we will be in a dilemma whether we also have to apply this law or not. The rape rate of Canada is six times higher than Korea.
3. Some states in America use this system. Not everywhere. The rape rate of America is three times higher than Korea. Please try to find new systems, not failed systems from other countries that are used by the administration only to show off, for campaigning, and populism.
Our country strongly enforces the femine virtue in terms of sex. Sometimes female victims are regarded as criminals due to that. For example, there were teenage female victims in Milyang. A policeman called them as shames of Milyang and what he said became a huge issue. In addition, many burglars targeting women make use of rape in order not to let the victims expose the crimes. Because of that, the ratio of the reports of sex violence is about 6-10 percent. In other words, among 100 cases of sex crimes, six to ten cases are reported. More than 50 percent of sex offenses are reported in America.
That is, Korea has the disadvantageous environment to victims of sex violence. Even though 3,580 sex criminals have been made public seven times since July of 2000, the sex crimes have been increasing. Because of this problem, there have been continual arguments to demand special tactics and most people think the punishment for sex violence is way too weak. I am sure that more than 80 percent will agree with this new policy of the electronic bracelet. In most cases of developed countries, crimes toward old people, women, and children are more serious.
